Club Goddess on Palm Bay Road, one of the city's two adult entertainment businesses, operates not under Palm Bay's adult entertainment ordinance, but under a federal court settlement from 1995. Because it was "grandfathered" into its location, the business would not be affected by revisions to the ordinances except for more stringent regulatory statutes.

"We have no problem with them whatsoever. They pick up garbage at night and the owners take responsibility," said Inez Strome, owner of the Country Skillet.

People answering several phone calls placed to Club Goddess declined to talk, instead routing calls to another person. No club spokesman could be reached.
