Thien H. “Buddy” Vo, 35, has been a substitute in Galveston public schools for four years. Before that, the 1989 O'Connell High School graduate spent seven years as a teacher's aide in the isle district.
However, district spokeswoman Christine Hopkins said that his name would remain off the substitutes list, even if he posts the $125,000 needed for his release from the county jail.
He faces a charge of possession of child pornography, which carries a possible prison term of two to 10 years, as well as a fine of up to $10,000. The images that spawned the charges depicted “very young boys, ranging from infant to teenagers,” according to the arrest affidavit.
The investigation started Monday morning when Galveston Independent School District computer-network administrator Brad Thompson was checking bandwidth usage at Weis Middle School, 7100 Stewart Road. Thompson was working on Weis' network “because of complaints of computers running slow,” according to the police affidavit for Vo's arrest warrant.
While working on the problem, Thompson reportedly found that someone using a classroom computer had downloaded photographs that depicted two young boys having sex. As Thompson monitored, the user visited several other sites that contained nude pictures of children, some of whom were engaging in sex acts.
John Carter, Weis' campus technician, contacted school district police about 9:30 a.m. Monday and asked an officer to accompany him to the classroom where the computer in question was.
A student's identification had been used to log onto the computer, but sitting at the machine with his hand on the mouse was Vo, according to the affidavit.
Officer Gene Wilganowski asked Vo to step away from the computer, and he did. No illicit images were onscreen. However, minutes later, while school officials were working to line up someone to take over Vo's class, Thompson noted that someone using the same account information was deleting the computer's Internet history. However, Thompson was able to retrieve the deleted items.
Amador said Friday that more charges could be forthcoming in the case. Investigators Friday hauled two laptop computers and a hard drive, among other items out of Vo's Dickinson residence, in the 700 block of Old Oaks Drive.
Galveston police detective Holly Johnson, who investigates juvenile crimes for the local department and is assisting the school district with this case, said the computers would likely go to a U.S. Secret Service lab for testing.
Although the school district conducts annual background checks on all substitute teachers, Vo has consistently come up clean. He has no criminal convictions or outstanding warrants, outside of an unpaid speeding ticket from New Mexico.
However, he asked anyone with information about illegal or dangerous activity to call the GISD police at 409-766-5811. He said anyone with information about the Weis case could call the same number.
