Kansas City, Kan., police have suspended an officer after he allegedly was caught filming under a 16-year-old girl's skirt at the St. Patrick's Day Parade in Kansas City.

Kansas City police confiscated a camcorder belonging to Victor D. Waller, 45, after the March 17 incident. Sex crimes detectives watched more than one hour of video recorded on the device and noticed it contained primarily images shot from the waist down of girls, ages 12 to 15, participating in the parade wearing leotards and skirts, police said.

No state laws apply, Jackson County prosecutors said. The closest one, first-degree invasion of privacy, requires that the person being filmed be fully or partially nude in a place with a reasonable expectation of privacy. Second-degree invasion of privacy requires that the camera be concealed.

A woman yelled, "Hey! What are you doing?" or something to that effect, police said. The video captured her voice, they said. The next images were of concrete as Waller quickly walked away, they said.

Outraged witnesses followed until they found a police officer, who later wrote Waller a ticket saying Waller had caused a breach of the peace by attempting to view under the victim's skirt as he stood behind her.

"This act caused other patrons to become outraged and chased (sic) the suspect until the police could be located," the officer wrote on the ticket.

Kansas City, Kan., police said they were looking into the matter. Waller, a 12-year veteran, has been suspended with pay pending the outcome of an internal investigation, said Capt. James Brown, a department spokesman.
