The incident occurred between Jan. 24, 2007 and Feb. 27, 2007. Richard Dickey, who identified himself as ""lightovermypath" and "easyred15" on the Internet, had Internet chats with an individual he believed to be a juvenile female. All of Dickey's conversations were actually with an undercover detective posing as a female juvenile.

During the course of these chats Dickey talked about teaching the juvenile female about sex and having sex with her. He also invited her to view him via his web-cam while he masturbated on several occasions. He continually encouraged the juvenile female to take nude photographs of herself and send them to him or to "be sneaky" and purchase a webcam so that she could perform sexual acts for him to watch.

Throughout the chats he also asked questions about the juvenile female's home life and her parents. He asked questions about whether or not they worked, how late they worked.

A warrant was issued for Richard Dickey's arrest on March 2, 2007 and the Jefferson Parish District Attorney's Office authorized extradition. Dickey has not waived extradition as of this time.
